When section 82.1 (1) of the Act does not apply

181 Section 82.1 (1) of the Act does not apply to the following:

(a) a lessor of a taxi, bus or limousine use vehicle who is the owner of the taxi, bus or limousine use vehicle;

(b) a lessor of a taxi, bus or limousine use vehicle who subleases or rents the taxi, bus or limousine use vehicle to another person.
