1 In this Act, "Queen's Printer" means the Queen's Printer and Comptroller of Stationery for British Columbia, appointed under the Public Service Act.
2 The Queen's Printer, under the direction of the minister, has the management and control of the printing, bindery and stationery offices of the ministry, and has the powers and must perform the duties conferred on or assigned to the Queen's Printer under this Act or any other Act.
3 The Clerk of the Legislative Assembly must provide to the Queen's Printer a certified copy of each Act of the Legislature as soon as the Act has received assent, or, if a Bill has been reserved, as soon as assent has been signified in accordance with the Constitution Act, 1867.
4 The Clerk of the Legislative Assembly must provide to the Queen's Printer, as soon as practicable after the close of each session,
(a) a certified indexed copy of the journals of that session, and
(b) a certified indexed copy of the sessional papers, consisting of ministerial reports and other documents placed before the Legislature at that session and ordered to be printed.
5 (1) As soon as practicable after the close of each session, the Queen's Printer must
(a) print the Acts, journals, sessional papers and other printed documents placed before the Legislature during that session, and
(b) send to each member of the Legislative Assembly on request, and to other persons, institutions, ministries and representative bodies, in or out of British Columbia, as approved by the minister, the number of copies of the Acts, journals, sessional papers and other printed documents the minister directs.
(2) After providing for the distribution required by subsection (1), all copies of the Acts, journals, sessional papers and other printed public documents remaining in the hands of the Queen's Printer may be sold for cash, at the prices prescribed by the minister.
6 The printing and binding of all Acts, journals, sessional papers and public documents is to be done at the public expense, and in the manner prescribed by the minister.
7 The Queen's Printer, under the direction of the minister, and subject to the regulations, is to continue to print and publish the official Gazette of British Columbia, known as The British Columbia Gazette, for the publication of proclamations, official and other notices and of all matters as may be required.
8 The form of, mode of publication of and price of subscription to the Gazette, and the scale of charges for advertising in it, may be prescribed by the minister.
9 (1) The Minister of Finance must advance to the Queen's Printer from the consolidated revenue fund money necessary to provide adequate working capital for the business carried on by the Queen's Printer in the printing, bindery and stationery offices, including the publication of the Gazette.
(2) All money advanced by the Minister of Finance must be repaid by the Queen's Printer in amounts that may be available, having regard to the requirements of the business.
(3) All money advanced to the Queen's Printer under subsection (1) must be credited to the Queen's Printer operating account in the Ministry of Finance.
(4) All disbursements covering salaries, wages and supplies for the offices are to be made by vouchers drawn on that account.
(5) All money received from the business carried on by the Queen's Printer under this Act is to be paid into that account.
10 (1) The Queen's Printer must prepare a statement of accounts made up to March 31 in each year and at other times the minister directs.
(2) The Queen's Printer must make an annual report to the minister, and must incorporate in it the annual statement of accounts.
11 (1) All profits arising from the business carried on by the Queen's Printer under this Act are to be paid into the consolidated revenue fund.
(2) All losses arising from the business carried on by the Queen's Printer under this Act must be met by the Minister of Finance by payments out of the consolidated revenue fund.
12 The Lieutenant Governor in Council may make regulations referred to in section 41 of the Interpretation Act.
